"Pet shop" means two different businesses in Singapore: supply retailers that sell food, toys and gear, and AVS-licensed live-animal sellers that can legally sell you a puppy. Most shops are the first kind. Only shops holding an AVS pet shop licence for live animals can sell dogs — and you can check any shop against the official registry in minutes.
What are the two kinds of pet shop?
Supply chains and online retailers — no live-animal sales, no licence needed for what they do:
- Pet Lovers Centre — Singapore's biggest chain, dozens of outlets in malls islandwide, plus grooming at many branches.
- Kohepets — one of the largest online pet supply stores, 300+ brands, next-day delivery.
- Pets' Station — a chain trading since 1969 with physical outlets, online store and grooming.

AVS-licensed live-animal sellers — a much smaller group. Selling puppies requires a specific licence with conditions on where animals are sourced, how they're housed and what records are kept. Examples with live websites, verified as of August 2026:
- The Lovely Pets — licensed shop (AVS licence AS16J00033 shown on site) at 46 Jalan Limbok, near the Serangoon North cluster.
- Puppy Singapore / William Goh Pet Farm — AVS-licensed breeder (BR25052) at the Sungei Tengah farm cluster, viewing by appointment.

What is the Serangoon North pet shop cluster?
Serangoon North Avenue 1 and its surrounding HDB blocks host Singapore's densest concentration of pet businesses — live-puppy sellers, supply shops, groomers, aquarium specialists and bird shops side by side. It grew organically over twenty-plus years and remains the default "go look at puppies" destination for many buyers.
Useful things to know before you go:
- The cluster is a mix: some shops there hold live-animal licences, others are supplies-only. Check each shop's name against the AVS registry individually — being in a famous pet strip is not a licence.
- Weekends are crowded; weekday visits give you time to actually observe the puppies and question staff.
- Nearby areas — Serangoon Gardens, and shops like The Lovely Pets a few minutes away at Jalan Limbok — are part of the same ecosystem.
How does AVS licensing work for shops selling puppies?
- A shop selling live dogs needs an AVS pet shop licence; breeders supplying them need a separate breeder licence. Licences are numbered (AS-xxxx for shops, BR-xxxx for breeders) and must be displayed.
- Licensed shops must source puppies from licensed breeders or approved imports, keep traceable records of every animal, and meet housing, hygiene and welfare conditions subject to AVS grading and inspection.
- The public registry of licensed shops is downloadable from AVS and updated through the year — the March 2026 edition is current at the time of writing.
- Puppies must be microchipped and vaccinated before sale, and the dog licence is transferred to you on PALS at purchase.
If a "shop" can't show its licence number, sells from a car boot or a home, or wants deposits over WhatsApp for puppies you can't view — that's not a pet shop, whatever the Instagram bio says.
What should you check inside a shop before buying anything alive?
Run this five-minute inspection before you even ask prices:

One sickly puppy may be bad luck; a room of listless puppies is a supply-chain problem, and your purchase funds it. If conditions look wrong, don't "rescue-buy" the puppy — that rewards the shop and empties the cage for the next one. Report welfare concerns to AVS instead via its feedback channels.
Should you buy a puppy from a pet shop at all?
Adoption remains our first recommendation — shelters like SPCA, SOSD and ASD rehome healthy puppies and young dogs for S$25–S$350. If you do buy, buy from a licensed, inspectable seller, verify the licence yourself, and check your home qualifies under the HDB dog rules first. The supply chains will happily sell you everything else either way.
